It
is the intention of the Haddon Heights Soccer Club (Club) to provide
as many children as possible with the opportunity to participate in
the Travel Programs organized and sponsored by the Club with the Guidelines
set forth by New Jersey Youth Soccer, South Jersey Girls Soccer League,
and South Jersey Soccer League and in accordance with the following:
1. All prospective participants must be registered and have paid the
appropriate fee by the end of the formal registration period set by
the Club (Eligible Participant) in a given year. Participants that do
not meet this eligibility requirement cannot be guaranteed a place on
any Travel team formed for the respective season.
2. At the end of the formal registration period, if an insufficient
number of eligible participants have registered, late registrants will
be considered to fill the spaces required to create a team.
3.
New Jersey Youth Soccer (NJYS) has established age requirements based
on date of birth as of 31 July of the Fall season in any given year
for the various Levels of the Travel Program. The Club, in order to
participate in the NJYS Program must adhere to these requirements.
4.
Age appropriate players (eligible participants that meet the age requirements
established by NJYS) will be given first preference for placement on
any Travel Team created.
a.
From the date of enactment of these Guidelines, 6 April 2006, into
the future at no time will an age inappropriate participant (younger
in age than the maximum set forth by the NJYS for a given Level) be
given preference over an age appropriate participant. This provision
shall not apply to participants who "played up" in the 2005 Fall season,
however, if at any time thereafter, they do not play for the team
they played with in the Fall 2005 season, this provision will be applied.
b.
At the end of the formal registration period, should there be an insufficient
number of age appropriate eligible participants registered and after
unsuccessful attempts have been made by the Haddon Heights Soccer
Board (Board) and the Team Coach to add age appropriate participants,
the Board, at its discretion, may allow younger (age inappropriate)
eligible participants to "play up" to provide the necessary numbers
to create a Team. Eligible participants, based on age, are allowed
to "play up". Example: An age appropriate 10 year old (U11) would
be allowed, if deemed necessary, could play on a U12 Team
c.
The age inappropriate exception will not be allowed if the "playing
up" of an age inappropriate eligible participant would result in an
insufficient number of age appropriate players at the Lower Level.
This provision shall not apply to participants who "played up" in
the 2005 Fall season, however, if at any time thereafter, they do
not play for the team they played with in the Fall 2005 season, this
provision will be applied.
d.
The age inappropriate exception is at the discretion of the Board
and will be allowed on a season by season basis. Participation by
an eligible age inappropriate participant on a Team does not guarantee
continued participation on said Team, nor does the fact that they
participated on said Team guarantee future participation.
e.
In future seasons should there be a sufficient number of age appropriate
eligible participants registered the age inappropriate player(s) will
not be allowed to "play up"
5.
Should the number of eligible participants be greater than a single
team would accommodate (Minimum number of players for small sided teams
to be eleven [11] and for full sided fifteen [15]) in any one year a
Try Out will be conducted by 15 June of that year.
a.
A selection committee (Committee) will be assembled to rate the eligible
participants. The Committee to oversee the process will be comprised
of three (3) Evaluators, (2) two members from the Board, one of which
would be either the Girl's or Boy's Travel Representative, and the
Team Coach. The Board, at its discretion, may elect to appoint Evaluators
in place of Board members, appoint additional Evaluators, or at a
minimum allow two (2) Evaluators.
b.
The Committee will establish common criteria by which each eligible
participant will be evaluated.
c.
At the conclusion of the Try Out the ratings of the Evaluators will
be complied and reviewed. The rating of each Evaluator will be weighted
equally.
i.
Should two (2) Evaluators have been used and a conflict arises in
the rating of the eligible participants, the President of the Board
or their representative will arbitrate the conflict and render a binding
decision.
d.
The Team selection will be made on the basis of the ratings for all
the participants up to the number allowed by NJYS. The Board, at its
discretion, and as a result of discussions with the Team Coach may
elect to set the number of participants for a given Team lower than
that allowed by NJYS.
6.
At the end of formal registration or after attempts by the Board and
the Team Coach to develop sufficient number of eligible participants
to allow for the creation of two Teams, "A" and "B" Teams will be created.
The placement of eligible participants on the respective Teams will
be based on the ratings developed by the Evaluators during the Try Out
and in accordance with Articles 4 and 5.
a.
Should a participant register late and not participate in the Try
Out and space is available, according to the allowable NJYS requirements
or the number set by the Board, the participant, at the discretion
of the Board, may be allowed to play on the "B" Team. Participants
who registered late and did not participate in the Try Out will not
be allowed to play on the "A" Team when there are two or more Teams
at a given Level.
b.
At no time will an age inappropriate eligible participant be allowed
to play on the "A" Team when two (2) or more Teams are created at
a given level. If deemed necessary by the Board, age inappropriate
eligible participants would be allowed to play on the "B" Team when
two (2) Teams are created, on the "C" Team when three (3) Teams are
created, etc. This provision shall not apply to participants who "played
up" in the 2005 Fall season, however, if at any time thereafter, they
do not play for the team they played with in the Fall 2005 season,
this provision will be applied.
7.
Any fines assessed to a Team will be paid by the respective Coach. In
the event a fine is the result of the actions of a parent/guardian/relation
of a participant who is not the Coach the fine will be the responsibility
of that specific individual(s). Failure to pay the fine will result
in the participant not being allowed to play in subsequent games.
